Terdapat beberapa alasan penulis menghimpun makalah dan tulisan penulis sebelum dan setelah berlakunya Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen (UUPK) secara berurut sesuai dengan tanggal, bulan, dan tahun pembuatan dan penyajian ke dalam satu buku yang berjudul Kapita Selekta Hukum Perlindungan Konsumen di Indonesia. Pertama, menambah daftar bacaan bidang studi Hukum Perlindungan Konsumen (HPK) di Indonesia. Bidang studi hukum ini sudah terlebih dahulu ada serta diajarkan dan dikaji di Fakultas Hukum Universitas Pancasila (Jakarta), Fakultas Hukum Universitas Yarsi (Jakarta), dan Fakultas Hukum Universitas Katolik Parahyangan (Bandung) lebih dari lima tahun sebelum UUPK diberlakukan. Kini bidang studi ini sudah diajarkan di berbagai fakultas hukum di Indonesia. Sebanyak empat buku penulis terdahulu —dengan berbagai kekurangan yang terdapat di dalamnya— mudah-mudahan telah mengisi keterbatasan bahan rujukan bidang studi hukum tersebut. Sejak buku pertama penulis terbit (2000) dan diterbitkan kembali dalam edisi revisi (2003) hingga kini, penulis belum mampu menyelesaikan naskah buku pengantar bidang studi hukum tersebut.
