Sheikh As'ad Shukeiri (1860-1940)was a Palestinian religious and political leader in Acre, Palestine and the Ottoman-appointed Grand Mufti of Jerusalem from 1914 to 1918, although British Mandate authorities claimed Kamil al-Husayni was the Grand Mufti. Shukeiri was pro-Ottoman, favoring that Palestine continue to be part of the Ottoman Empire and in 1908 and 1912, he was elected to the Ottoman parliament. From the latter year to 1914, he served as the deputy of the District of Acre. Afterwards, he held several posts in Palestine's religious judiciary, including librarian of the Imperial Library and member of the Sharia court in Istanbul. During World War I, he was appointed mufti of the Fourth Ottoman Army in Syria and Palestine.

Reform and the Judicialisation of Human Rights

The UN human rights agenda has reached the mature age of 70 years and many UN mechanisms created to implement this agenda are themselves in their middle-age, yet human rights violations are still a daily occurrence around the globe. The scorecard of the UN human rights mechanisms appears impressive in terms of the promotion, spreading of education and engaging States in a dialogue to promote human rights, but when it comes to holding governments to account for violations of these rights, the picture is much more dismal. This book examines the effectiveness of UN mechanisms and suggests measures to reform them in order to create a system that is robust and fit to serve the 21st century. This book casts a critical eye on the rationale and effectiveness of each of the major UN human rights mechanisms, including the Human Rights Council, the human rights treaty bodies, the UN High Commissioner for Human Rights, the UN Special Rapporteurs and other Charter-based bodies. Surya P. Subedi argues most of the UN human rights mechanisms have remained toothless entities and proposes measures to reform and strengthen it by depoliticising the workings of UN human rights mechanisms and judicialising human rights at the international level.

Arguing that provinces are now the most central site of governance and policy innovation, the book assesses the role of the provinces and places the provincial state in its broader economic, institutional, social, and territorial context. The aim throughout is to highlight the crucial role of provinces in policy changes that directly affect the lives of citizens. Three key themes unify this book. First, it addresses the role of policy convergence and divergence among provinces. Although the analysis acknowledges enduring differences in political culture and institutions, it also points to patterns of policy diffusion and convergence in specific areas in a number of provinces. Second, the book explores the push and pull between centralization and decentralization in Canada as it affects intergovernmental relations. Third, it underscores that although the provinces play a greater role in policy development than ever before, they now face a growing tension between their expanding policy ambitions and their capacity to develop, fund, implement, manage, and evaluate policy programs.
