Bimbingan dan Konseling hari ini dalam kenyataannya belum menjadi keutamaan di sekolah-sekolah, terlebih pada sekolah-sekolah di daerah tertinggal seperti Nusa Tenggara Timur. Argumentasi utamanya adalah masih kurangnya tenaga Guru apalagi yang memiliki kualifikasi khusus untuk disiplin ilmu Bimbingan dan Konseling. Dalam pengalokasian waktupun, jelas terlihat tidak banyak sekolah yang menyiapkan jam untuk Bimbingan dan Konseling. Istilah yang bisa menjelaskan situasi ini adalah Bimbingan Konseling masih menjadi pelajaran kelas dua (Second cllass). Boro-boro menyiapkan konselor atau guru BK, untuk guru mata pelajaran saja masih kesulitan. Bukan hal yang mengejutkan jika di NTT kita masih menemukan di satu Sekolah Dasar dengan enam rombongan belajar hanya terdapat dua orang guru, termasuk Kepala sekolah. Tentu menyiapkan tenaga khusus untuk menengani Bimbingan dan Konseling dalam kondisi seperti ini, sangat jauh dari kenyataan.
