Systemic theory offers a valuable framework for integrating the diverse ideas found throughout the mental health arena in both theory and clinical practice. With this accessible book, the authors take you on an enjoyable and coherent journey through systemic theory. They then review the body of research into family therapy and conclude with a critical review of major recent developments in theory and application. At the end of several chapters are reflexive notes containing exercises that relate to the ideas and processes found within the chapter to further develop the reader's understanding. This report discusses the impact of the Committee work in the 2010-12 Session of Parliament. Prepared as a Traffic Light Report, the first of its kind, it scores Government responses to each of the Committee's recommendations as green, red or yellow, to indicate whether, in the Committee's view, they have been accepted by the Government, rejected, or are still under consideration or development. It is intended as a benchmark and tool for developing a more strategic approach to scrutiny, which will improve the Committee's ability to hold the Home Office to account. Going forward, it will be used as the basis for the systematic follow-up of recommendations over the rest of the Parliament.

We recommend that the Home Office either carries out this research itself, or
commissions another body, such as Her Majesty's Inspectorate of Constabulary,
to carry it out, to assess whether large-scale collaboration with the private sector
offers forces the scope to make savings, whilst maintaining or enhancing

The Effectiveness of the UN Human Rights System

Reform and the Judicialisation of Human Rights

The UN human rights agenda has reached the mature age of 70 years and many UN mechanisms created to implement this agenda are themselves in their middle-age, yet human rights violations are still a daily occurrence around the globe. The scorecard of the UN human rights mechanisms appears impressive in terms of the promotion, spreading of education and engaging States in a dialogue to promote human rights, but when it comes to holding governments to account for violations of these rights, the picture is much more dismal. This book examines the effectiveness of UN mechanisms and suggests measures to reform them in order to create a system that is robust and fit to serve the 21st century. This book casts a critical eye on the rationale and effectiveness of each of the major UN human rights mechanisms, including the Human Rights Council, the human rights treaty bodies, the UN High Commissioner for Human Rights, the UN Special Rapporteurs and other Charter-based bodies. Surya P. Subedi argues most of the UN human rights mechanisms have remained toothless entities and proposes measures to reform and strengthen it by depoliticising the workings of UN human rights mechanisms and judicialising human rights at the international level.

An Exploration of Effectiveness in the Regulation of Federal Depository Institutions, 1989–2008

Striving for Balance

Financial services regulators are tasked with balancing the conflicting roles of empowering and policing their regulated communities. In order to be effective, agencies must be able to accomplish both tasks. This analysis examines several determinants of effectiveness among U.S. bank regulators. Using statistical and narrative analyses, it examines factors that have contributed to the regulatory effectiveness of the National Credit Union Administration, Office of the Comptroller of the Currency, and Office of Thrift Supervision. The study focused on the relationships between regulatory ability to prevent failures and influences including agency longevity, ability to manage complexity, appointee and staff qualities, mission stability, regulatory style, and resources. Agency longevity and resources had the greatest impact on effectiveness among the cases that were examined. Additionally, this study proposes a typology that suggests that more effective regulators are able to balance information from their regulated communities with a public interest orientation. This allows them to have current information regarding emerging regulatory issues but also to avoid becoming too reliant on their supervised institutions for information. By not being overly reliant or out of touch with their regulated communities, agency can better foster regulatory resiliency.

It introduces the theoretical framework, followed by an in-depth discussion of
regulatory effectiveness as this analysis addressed it. Next, the chapter turns to
the working model for regulatory effectiveness drawn from the scholarly literature,
followed by a discussion of the claims that the study examines. The great
