CRYING FOR FREEDOM: An African Across Europe to America is about Oheneba whose desire to escape his rough and surly native land plays a dominant role in his journey to Europe. Oheneba discovers Europe is not the land of "milk and honey" he had dreamt. He turns to religion for a meaning in life but discovers that "to live so that there is no longer any sense in living now becomes the sense' of life". Oheneba marries Monica, a Caucasian, despite all the glaring red flags of incompatibility and her neuro-psychic problems. Oheneba realizes he is going for a crazy ride on a tigress. He contemplates ducking out but breaking away from Monica through a divorce is like a butterfly breaking out of a cocoon. Oheneba contemplates taking his own life or murdering Monica. Despite humiliating experiences at the hands of white people, Oheneba confesses that perhaps his life objectifies the truth that white America, for all its evil deeds, is innocent and maybe paradoxically holy. However, Oheneba decides to accept himself first as a black man because he comes to believe that if he tries to be what he is not, there is always someone out there who is ready, willing, and able to punch him back to his proper place as a black man.

Indocrypt began in the year 2000 under the leadership of Bimal Roy and - docrypt 2005 was the sixth conference in this series. This series has been well accepted by the international research community as a forum for presenting high-quality cryptography research. This year a total of 148 papers were s- mitted for consideration to the Program Committee and after a careful review process, 31 were accepted for presentation. We would like to thank the authors of all submitted papers, including those that were accepted and those which, unfortunately, could not be accommodated. A Decade of Aid to the Health Sector in Somalia, 2000-2009

This study reviews trends in aid provided to the health sector in Somalia over 2000–2009. It is a testimony to the commitment of donors and implementers who have relentlessly tried to improve the dire health situation of millions of Somalis. At the same time, this study is a wake-up call for all donors and implementers. Have donors been generous enough? Have millions of dollars been invested in the most efficient way to maximize results? Did donors choose the right priorities? Did they stay the course? Did they learn from their own mistakes?The answers are mixed. Donors stepped up their contributions over the decade: some new financiers came, some others left, but overall, financial support has been constantly increasing. Emergencies took up 30 percent of the overall funding, thus demonstrating the impact on the health sector of man-made and natural disasters. Only 20 percent was allocated for horizontal programs, with increasing funds over the last part of the decade. Vertical programs dominated aid financing for health: in the case of AIDS, TB, and malaria, the generous funding of the last years of the decade do not appear justifiable. Malnutrition, EPI, and reproductive health programs never got the attention they deserved. The key conclusion of this study is that donors’ funding for public health in Somalia over the past decade could have been used more strategically. Better coordination among donors, local authorities, and implementers is now needed to avoid the mistakes of the past and to ensure that priority setting for future interventions is more evidence based and more results oriented.
