Motivation. Increasing awareness of mankind's impact on the environment has
led to more and more stringent anti-pollution legislation. While attention in the
past has focused largely on passenger vehicles, small engines - lawn & garden,
utility, and light marine - are being increasingly viewed as an area with much
potential for improvement. One result of this is impending emissions regulations
requiring small engine manufacturers to make substantial improvements in their
engines.
