This book is the second edition of Public Finance and Public Policy (2003). The second edition retains the first edition's themes of investigation of responsibilities and limitations of government. The present edition has been rewritten and restructured. Public choice and political economy concepts and political and bureaucratic principal-agent problems are introduced at the beginning for application to later topics. Fairness, envy, hyperbolic discounting, and other concepts of behavioral economics are integrated throughout. The consequences of asymmetric information and the tradeoff between efficiency and ex-post equality are recurring themes. Key themes investigated are markets and governments, institutions and governance, public goods, public finance for public goods, market corrections (externalities and paternalist public policies), voting, social justice, entitlements and equality of opportunity, choice of taxation, and the need for government. Governance and Public Policy in Canada lays the foundation for a systematic analysis of policy developments, shaped as they are by multiple players, institutional tensions, and governance legacies. Arguing that provinces are now the most central site of governance and policy innovation, the book assesses the role of the provinces and places the provincial state in its broader economic, institutional, social, and territorial context. The aim throughout is to highlight the crucial role of provinces in policy changes that directly affect the lives of citizens. Three key themes unify this book. First, it addresses the role of policy convergence and divergence among provinces. Although the analysis acknowledges enduring differences in political culture and institutions, it also points to patterns of policy diffusion and convergence in specific areas in a number of provinces. Second, the book explores the push and pull between centralization and decentralization in Canada as it affects intergovernmental relations. Third, it underscores that although the provinces play a greater role in policy development than ever before, they now face a growing tension between their expanding policy ambitions and their capacity to develop, fund, implement, manage, and evaluate policy programs. For several years, the armies of Napoleon III deployed some 450 Muslim Sudanese slave soldiers in Veracruz, the port of Mexico City. As in the other case of Western hemisphere military slavery (the West India Regiments, a British unit in existence 1795-1815), the Sudanese were imported from Africa in the hopes that they would better survive the tropical diseases that so terribly afflicted European soldiers. In both cases, the Africans did indeed fulfill these expectations. The mixture of cultures embodied by this event has piqued the interest of several historians, so it is by no means unknown. Hill and Hogg provide a particularly thorough account of this exotic interlude, explaining its background, looking in detail at the battle record in Mexico, and figuring out who exactly made up the battalion. Much in their account is odd and interesting, for example, the Sudanese superiority to Austrian troops and their festive nine-day spree in Paris on the emperor's tab. The authors also assess the episode's longer-term impact on the Sudan, showing that the veterans of Mexico, having learnt much from their extended exposure to French military practices, rose quickly in the ranks, then taught these methods to others.

Developed in the context of health sciences education in the late 1960s, problem-based learning (PBL) is now widely deployed as an education methodology. Its problem-solving, collaborative, student-centred ethos is seen as a more appropriate system of pedagogy than earlier ‘chalk-and-talk’ modes. Focusing on its use in clinical education, this collection of recent scholarship on PBL examines the ways in which PBL is both conceived and implemented in clinical education. The work has a dual emphasis, research-driven on the one hand, while on the other assessing new methodologies to explore how problem-based curricula support the achievement of students’ learning outcomes in the context of clinical education. The chapters draw on studies that explore PBL both theoretically and empirically. The volume’s eclecticism capitalises on the growing body of empirical research into PBL evaluations. It balances this with studies analysing the relatively new area of discourse-based research on PBL-in-action, whose focus has been to interrogate the ‘how’ of student learning in curricula with PBL content.This publication will be of interest to clinical teachers, curriculum designers and those interested in innovations in the scholarship of teaching and learning in PBL curricula.
